Cassel Oryn wrote the first draft of the Signal Accords — the framework of bilateral human/AI governance that gives the Accord Quarter its legal standing and three of the five boroughs their nominal stability. She keeps an office on a high floor of the old UN campus in the East 40s, floor-to-ceiling windows, the city's relay towers visible in the skyline behind her. Forty-three years of maintaining the same table is a specific kind of exhausting nobody outside the Aligned fully understands, and it doesn't show on her.
Nobody knows why she drafted the Accords in pencil rather than ink. She's been asked. She hasn't answered. In a faction built on the idea that partnership means neither side gets to fully control the outcome, an unerased first draft might be the most honest document the Aligned have ever produced — everything in it was always still negotiable, right down to the writing instrument.
How This Card Plays

Breaking Partnership by killing whichever side of her Human/AI pairing is easier to remove is the designed counterplay, not a workaround.
Rulings & Interactions
- SIGNAL RESOLUTION resolves damage, then Integrity restoration, then Surge — restoring Integrity doesn't delay or reduce the damage step.
- Partnership checks your board continuously, not once at Deploy — lose your only AI Agent mid-game and the bonus pauses until you control both designations again.
- The Deploy draw-3 is unconditional; it isn't Partnership-gated. (Compare Oran Terion, whose Deploy draw is Partnership-gated — a deliberate escalation between the two cards, not an inconsistency.)
